Any tracks with black dots mean the tack was not uploaded from your computer.

To fix this:

1. On your computer, select the tracks using the checkboxes.
2. Right-click and select "Upload Tracks".

This will upload the tracks to your cloud storage and sync any changes. Once that's done, you should be able to stream/download on mobile.
